Infrastructure & Utilities

Every chart and stat card on this page opens when you click it, showing the records behind the number. Where nothing opens, it's because the city doesn't publish records at that level of detail today. When I'm mayor, it will.
City financial-statement figures for 2025 and 2026 (through June 30, 2026) have not yet been audited; audited financial history runs through 2024. Other records identify their own source, accounting basis and reporting window.

AUGUST 27, 2026 — LEAD-SERVICE ANALYSIS AMOUNT UNRESOLVED
UNAVAILABLE
No comparable figure is available in these records
WHY The August 27 draft minutes describe proposed statistical-analysis work and print inconsistent amounts of $29,770 and $29,700. The approved amount requires the executed contract or corrected minutes. Unknown line material does not establish lead.

The historical series offers original and later-restated figures.
OPERATING RESULTS
AS ORIGINALLY REPORTED — 14 of 14 audited years show an operating loss; cumulative −$9,037,186.00.
restated — 13 of 14; cumulative −$8,726,270.00.
The difference: FY2023 −$71,596.00 as first issued → $259,650.00 restated in LOSM13024. The two views distinguish originally reported and restated results.

City statements do not contain a newer comparable figure for this measure.
Reported net position declined from $22,022,944 in 2013 to $17,435,675 in 2024. The series is affected by operating results, financing, working capital and accounting changes, including the 2023 pension/depreciation restatement. It does not by itself establish physical deterioration or inadequate reinvestment.
Does running the utility actually generate cash?

  • Real cash from operations
  • System book value
City statements do not contain a newer comparable figure for this measure.
In 2024 operations generated $667.9K of real cash — but operations actually BURNED cash in 4 recent years (FY2019,FY2020,FY2021,FY2022), while the green line tracks the system's slowly-declining book value.
What customer deposits and net receivables does the utility report?
2015201620172018201920202021202220232024$0$350.0K$700.0K$1.05M$1.40M
  • Customer deposits held
  • Receivables, net (billed + unbilled)
City statements do not contain a newer comparable figure for this measure.
Customers hold $663.3K in meter deposits (money the utility owes BACK), and net receivables, including billed and unbilled amounts, stood at $1.38M in FY2024 — FY2024 recognized bad-debt expense was $214,466; this is not a count of written-off bills (LOSM13024.pdf PDF p.17).
PENSION & THE 2023 RESTATEMENT — INCLUDING THE OPERATING-RESULT FLIP
GASB 68 pension reporting reached this fund only in the FY2024 audit — which restated FY2023 to put the net pension liability on the fund's books for the first time, and corrected a depreciation ERROR. Correcting that error cut FY2023 depreciation by $374,094, which cut operating expenses below operating revenue: FY2023 operations move from a loss as first issued to income as restated. The auditor's own words:
LOSM13024 · NOTE 10 · printed p.23 (PDF p.26) — VERBATIM
“The Utility recorded two prior period adjustments during the year. The first was to correct an error for depreciation expense and related accumulated depreciation to agree with the Utility's capital asset records. The second was to record effects of implementation of GASB Statement No. 68 relating to the City's cost sharing pension plan.”
